The Council for Private Education (CPE) would like to thank members of the public and stakeholders who participated in the public consultation exercise on the Private Education (Dispute Resolution Schemes) Regulations conducted from 17 Feb – 2 Mar 2010.

 

The respondents are supportive of the provisions provided in the Regulations, and have provided CPE with useful suggestions and comments which have been helpful to the CPE in our drafting of the finalised version of the Private Education (Dispute Resolution Schemes) Regulations.

Aim / Scope of Consultation

 

The Council for Private Education (CPE) is seeking feedback from members of the public and the private education (PE) sector on the draft Private Education (Dispute Resolution Schemes) Regulations.

 

 

Background

 

The benefits of alternative dispute resolution procedures have been evident in recent years as it allows parties in dispute to resolve their disagreements amicably and confidentially. It also provides parties involved with an alternative to litigation which can be a costly and long-drawn process. Such alternative dispute resolution procedures have been established in various sectors and industries such as medical health, infocomm technology and sports.

 

 

The draft Private Education (Dispute Resolution Schemes) Regulations

 

Pursuant to section 64(1) and (2) and 71 of the Private Education (PE) Act 2009, the Private Education (Dispute Resolution Schemes) Regulations aim to establish dispute resolution schemes which are cost-effective and allow students and private education institutions (PEIs) to resolve their disputes quickly. The draft Regulations prescribe the dispute resolution schemes and the centres administering the schemes, as well as stipulating the obligations of the PEIs in relation to the schemes.

 

 

Period of Consultation

 

CPE invites members of the public and the PE sector to participate in this consultation. The consultation exercise will last for 2 weeks, from 17 Feb – 2 Mar 2010. CPE welcomes your views and comments on the draft Private Education (Dispute Resolution Schemes) Regulations.

We regret that we will not be able to address or acknowledge every feedback or comment received. However, we will consolidate and publish a summary of the key comments received, together with our responses, on this website following the close of this consultation exercise. The identities of participating individuals and organisations will not be disclosed in the summary.
